A cottage housing development has been proposed by Railroad, LLC for land located at the east end of Railroad Avenue. As proposed, the project would include the following:
Ten cottage units, each approximately 1,500 square feet in size;
One common house, approximately 1,500 square feet in size, and containing a kitchen, dining area, social interaction area and guest room on the second floor;
Common open space throughout the site; and
Clustered parking area with a carport over 10 parking spaces and 3 additional parking spaces.
The project would involve three properties at the east end of Railroad Avenue, RPC #s 52-102-030, 52-102-031, and 52-102-032 (1006 Railroad Avenue). There are no existing buildings on the site. Total site area is approximately 54,425 square feet.
The proposed cottage housing development requires the approval of a special exception from the City Council after review from City staff, boards and commissions. Additionally, approval of a site plan and subdivision (consolidation) application from the Planning Commission is also required.
The Planning Commission held a public hearing on the project at their July 17, 2017 meeting. With a vote of 4-1 (2 commissioners absent), they provided a recommendation of approval with conditions to City Council on the requested special exception.
The City Council is anticipated to hold a public hearing to vote on the project on August 14, 2017.
The City Council referred Resolution TR17-15 for the Railroad Cottages Special Exception request to the following City Boards and Commissions and community organizations at their May 8, 2017 meeting: Planning Commission, Architectural Advisory Board, Economic Development Authority, Housing Commission, Human Services Advisory Council, Environmental Sustainability Council, Tree Commission Citizens Advisory Committee on Transportation, Recreation & Parks Advisory Board, Arts and Humanities Council of Falls Church, Library Board of Trustees, Historical Commission, and Village Preservation and Improvement Society.
