The Housing and Human Services Division provides a range of homeownership programs to make affordable housing attainable for more residents.
Affordable Dwelling Units (ADUs) The ADU program provides affordable home purchase and rental opportunities in the City. Under the program, the City can offer homes at prices well below market value to households with low and moderate incomes. The value and resale price of the ownership properties are restricted for 15 to 30 years. ADU Program Description

The HAP helps first-time homebuyers with the lending cost of purchasing a home. The loans described below are all part of the HAP.

Down Payment & Closing Cost Assistance (City CDBG Funds)
The Housing and Human Services Division uses federal Community Development Block Grant (CDBG) funds to provide homeownership assistance. The assistance will be in the form of a deferred second mortgage loan up to $20,000 with no interest. The loan repyament occurs when the home is resold. Low-Interest Mortgages The City of Falls Church Low-Interest Mortgage Program uses Sponsoring Partnerships and Revitalizing Communities (SPARC) funds from the Virginia Housing Development Authority (VHDA) to provide a mortgage interest rate. Using this program, eligible buyers may purchase a home in the City of Falls Church and receive a mortgage interest rate that is 0.5 percent or 1 percent below VHDA First-Time Homebuyer rates.
