City Zoning Ordinance Rewrite
A new draft of the City's Zoning Ordinance will be available for public review in the coming months as the consulting firm of Clarion Associates has nearly completed the draft document. Please look for our Fall 2010 announcements for the draft Zoning Ordinance release and the schedule of public review options.
Previously, the City contracted with the zoning and planning consulting firm Clarion Associates to conduct a comprehensive review, update, and rewrite of the City's Zoning Ordinance. Consultants have been meeting with key staff, elected and appointed officials, and citizen stakeholders to discuss how the existing zoning regulations work (and don't work) in practice and identify key issues and practical problems.
While parts of the City's 1950's era suburban-type Zoning Ordinance were updated over the years, it needed to be comprehensively updated and rewritten to work better for a City that is built-out, urbanizing, and redeveloping. The revisions are intended to make the City's Zoning Ordinance more clear, concise, current, creative, flexible, and comprehensive.
The Zoning Ordinance Advisory Committee (ZOAC) was created to provide citizen oversight of and input to the City's effort. The Committee continues to discuss, review, and make recommendations on key issue areas as part of the ongoing effort.
When the consultant has completed the final draft a formal public review process will take place to solicit public comments, consider changes, complete revisions, and formally consider the adoption of a new, modern Zoning Oode.
The Diagnosis/Annotated Outline for the project was completed in 2008 and is available on this page, in the reference section at the Mary Riley Styles Public Library (120 N. Virginia Avenue) and in the Planning Division office (300 Park Avenue).
On September 21, 2009, Clarion Associates presented a Status Update for review. The update includes a project overview, activities to date, general improvements to the Zoning Ordinance structure and a revised timeline. On June 7, 2010, the City Council and the Planning Commission received a brief update on the Zoning Ordinance rewrite project and the consultant's progress.
