Prior to her appointment, Gavin served as the City's Deputy Chief, where she oversaw the City's Operations Division, Internal Affairs, and supervised the Commander of Services since 2007.

Gavin joined the City after 21 years with the Arlington County Police Department. Through her many years with Arlington, Gavin worked her way through the ranks. She was a member of the Arlington Youth Collaborative; served on the Executive Board Committee, Law Enforcement Committee, and Budget Committee of the High Intensity Drug Trafficking Area; and was chair of the Arlington Police Memorial Committee.

Gavin earned a bachelor's degree in Law Enforcement from Eastern Kentucky University and has completed numerous professional development courses, among which include completion of the Council of Governments-George Washington University Certified Public Manager Program in 2004 and graduation from the Federal Bureau of Investigation National Academy in 2005.
