Park & Lee Project

Project Summary

Park & Lee is a new mixed-use development proposed by NVR, LLC and represented by McGuire Woods LLP. The site is located at the corner of Park Avenue and North Lee Street. As proposed, the project would include the following:

  • A five (5) story mixed-use building comprised of the following elements:
    • four (4) story residential condominium units (64 units) on 2nd through 5th floors;
    • ground level work/live units (6 units);
    • one (1) story above ground parking in addition to two (2) underground levels providing a total of 97 parking spaces; and
  • Average building height of five (5) stories and up to 70 feet.

The Applicant has proposed changes to the applications, which are listed below:

  • five (5) story residential condominium units (70 units) on 1st through 5th floors;
  • ground level retail (4,000 square feet);
  • one (1) story above ground parking in addition to two (2) underground levels providing a total of 114 parking spaces; and
  • average building height of five (5) stories and up to 70 feet

Subject Properties

The Applicant proposed to consolidate two properties at the southeast corner of the Park Avenue and North Lee Street intersection, specifically 609 Park Avenue and 120 North Lee Street (RPC #s 51-130-022 and 51-130-018). The site is occupied by two commercial buildings. Total site area is approximately 29,849 square feet (0.69 acres).

Process

The City is asked to consider the following land use actions associated with the development proposal:

  1. Zoning Map Amendment (Rezoning) – to change from T-1, Transitional District (City Code definition here) to B-2, Central Business District (City Code definition here);
  2. Special Exception – to allow residential use within a mixed-use development; and
  3. Special Exception – to allow a height bonus of up to 10 feet in B-2, Central Business District.

Development proposals of this scale must go through numerous phases of staff review and receive several reviews and approvals by boards, commissions and City organizations before they are considered for approval by the City Council.
