Alternatively, grant recipients may drop off their completed form Monday-Friday from 8 am – 5 pm at the Permits Counter in City Hall (300 Park Ave., Suite 103 East, Falls Church, VA 22046). To submit the form via email, applicants must print out the form, fill it out, scan it, and send it to EDO@fallschurchva.gov.
Grant Recipient Announcement
The City of Falls Church Economic Development Office (EDO) and Economic Development Authority (EDA) is proud to announce the recipients of the two rounds of American Rescue Plan Act (ARPA) Grants for Small Businesses and Non-Profits. Eligible businesses received $5,000 to help with urgent expenses related to the COVID-19 pandemic. Sixty-three grants, totaling $315,000, were awarded to the following 59 businesses and non-profits (four received grants from both rounds):

The EDO and EDA created the program to acknowledge the negative financial impact of COVID-19 on many City businesses and to show and give support to the community. Businesses can use the grant for expenses directly related to the impacts of COVID-19 including retaining and/or supporting employees, rent, paying vendor invoices, and other business operating costs.
A total of 158 applications were submitted during both rounds of the grant program, and 63 were eligible for the grant. During the first round of the program, eligibility requirements included being located in the City, having gross receipts of $50,000 to $1,000,000, having 50 or fewer employees, and more. During the second round of the program, eligibility requirements were expanded and businesses with gross receipts of $30,000 to $1,000,000 and operating prior to or on January 1, 2019 were eligible to apply.
*These businesses received $10,000 between both rounds. Businesses who received a grant in the previous round were eligible to apply for another grant in the second round.

Eligibility Requirements Update
The second round of the American Rescue Plan Act (ARPA) $5,000 Grant for Small Businesses and Non-Profits has updated eligibility requirements! Your business or non-profit mat now be eligible if you previously received city, state, or federal financial assistance including Economic Development Authority (EDA) micro grants or PPP loans.
Requirements for Eligibility
These requirements are different from past grant programs! Please read this list. A businesses or non-profit is eligible to apply if it meets all of the requirements below:
The business or non-profit operates from a commercial location in the City of Falls Church, Virginia.
The business (including second floor and office use businesses that were not eligible in the last funding rounds) or non-profit has a current business license in the City of Falls Church.
The business or non-profit must have been in operation prior to or on January 1, 2019.
The business or non-profit must have been fully open and operating as of November 1, 2021.
The business or non-profit must be in good standing with City tax payments and regulations.
The business or non-profit is not a franchise.
The business or non-profit has fewer than 500 employees.
The business or non-profit had a 25% to 80% loss in revenue between the end of calendar years 2019 and 2020. The City of Falls Church Commissioner of the Revenue will verify gross receipts reported to the City.
The business or non-profit had gross receipts of no less than $30,000 and no more than $1 million between the end of calendar years 2019 and 2020.
How Can the $5,000 Grant be Used?
The grant recipient can use the funds for expenses directly related to the impacts of COVID-19 including:
Retaining and/or supporting employees
Restoring financial resiliency
Rent or mortgage payments
Addressing temporary COVID-19 related restrictions on business activity
Increasing technology capacity to enable alternative work forms
Creating new marketing campaigns
Revising business plans
Paying vendor invoices
Technical assistance, counseling or other services to support business planning
Grant recipients will be required to use the funds by September 30, 2022 and to submit a final report of how funds were spent by October 31, 2022.
