If the shed will be more than 200 square feet, yes you will need to obtain a Building Permit and call 703-248-5080 (TTY 711) for required inspections.

If the shed 200 square feet or less, no, but you are still required to apply for a review. City staff will need to check various aspects of your plan; you will receive documentation that this review has been completed and that the shed complies with City Code.

If the shed is less than 200 square feet, but construction will involve electrical or plumbing, yes, you will need a Building Permit along with electrical and/or plumbing permit(s).
